You can bring a non service dog into a restaurant only if you are sitting in an outdoor seating area.
Restaurants may allow dogs in outdoor areas but they are not required to do so. But there are times where there have been exceptions to this rule. So that is why your dog is not allowed in target. Im not sure why you d want to take your dog to best buy.
