Frozen veggies can easily be placed in a pressure cooker without thawing but you should generally avoid cooking frozen meat without at least pre thawing it.
Remember frozen meat will cook thoroughly and much faster if you cook it in liquid and avoid brazing or steaming it. Once the timer dings allow the pressure cooker to release steam naturally. Add the block of frozen meat into the pressure cooker chip it to fit if necessary. Thawing your meat correctly will reduce the cooking time while ensuring that the meats cook more evenly.
Cook the meat twice as long as you normally would. Place the meat in the pressure cooker and cover it completely with liquid. Steaming or braising will result in an unevenly cooked and therefore dangerous final product in many instances.
